Why compliance carbon markets are entering a structural growth phase

February 2026 · AGCF Team

For much of the past decade, the story of carbon markets was written by the voluntary side: corporate net-zero pledges, reputational demand, and prices that moved with sentiment. That era is giving way to something more durable. Regulation is steadily converting climate commitments into legal obligations — and legal obligations into structural demand for high-integrity offsets.

From pledges to obligations

Article 6 of the Paris Agreement now provides an operational rulebook for countries to trade verified mitigation outcomes. CORSIA obliges airlines to offset the growth of international aviation emissions. Carbon taxes are in force across more than twenty European countries and major economies from Canada to South Korea. Emissions trading systems are progressively opening to removals, including the EU’s Carbon Removal & Carbon Farming Certification Framework.

Each of these mechanisms shares one feature: participation is not optional. Demand anchored in regulation behaves differently from demand anchored in reputation — it is less cyclical, more predictable, and it grows as compliance thresholds tighten.

The supply side has to catch up

Meanwhile, the supply of genuinely high-quality credits remains constrained. Roughly 2.2 gigatonnes of CO₂ are removed from the atmosphere each year today, against an estimated 10 gigatonnes needed annually by 2050. Projects that can demonstrate additionality, permanence and rigorous verification — and that qualify under compliance schemes — are scarce relative to the demand regulation is creating.

What this means for institutional investors

We believe this combination — structural, regulation-driven demand meeting constrained high-integrity supply — defines the opportunity in compliance carbon markets. Capturing it requires operational expertise in project development and carbon trading, institutional governance, and the discipline to deploy capital only where offtake is contracted and integrity is verifiable. That is the foundation on which AGCF is built.
